well everything sounds proper, except for light color, since it should be 6500k for a small plant like yours, unless you want to switch it into flowering from the very beggining. In the grow state they need that spectrum of light. But in some countries its difficult to get cfl with that color and in some it's quite easy.
The way you do it, sounds just like my first grow. I wanted the plant to feel as comfortable as possible. However later I found out that I was over watering(once per two days), which caused poor root development and therefore very small strain and slow growth and poor yield. Besides I was using only tap water. tap water is usually around 7.5-8.5. Depends on your area. But you really want to get that to 5.7 - 6pH. So roots could properly absorb all the nutes from soil. I got ph test in aquarium shop, they had ph stripes or liquid, i took liquid. And they are relatively cheap. (if you will be getting one, please make sure you buy one with the range 4-14pH, some of them start from 6 or 7.)
I would say water it once per 3-4 days and add few times per day some water spray on foliage. Just make the leaves covered with light water dust, not with big water drops. Cause they sometimes can harm the leave while forming lens and burning the leave. At first it takes some time to kick in, sometimes it stops growing and uses grow energy elsewhere, i.e. in strengthening stem or expanding roots, however once it will have like 3-4 sets of leaves everything will go way faster. What is your strain? Did you tried googling other people grow journals with that strain? Make your own grow journal and we can share some experience while growing it
By the way, how is the growth now? Since few days passed, maybe it's already back on track?
