My ladies are taking LONG to flower and I'm getting paranoid

Hi all. How long should take to start seeing pistols after starting 12/12 cycle? It's been two weeks and I still am not seeing much. I think I see the start of pistils, but they haven't grown for two weeks.

I'm growing hydropnically under big cfl lights (8500 lumens). I vegged for 5 weeks and have been flowering for two.

Should it take this long?

I vegged under 6500K CFLs for 4 wks and flowering under 400w hps in a 2x4 grow box lined w/ tin foil and my plants sexed in 5-6 days. Are you using 2700K cfls?
