hard to say if that's a flower or just new leaves....but I would be concerned about the spots on the fan leaves, maybe mites?

Where are you located? Looks definitely like bud to me, with the yellowing at the center. Probably roughly a week in already. I'm here in sac, and 2 weeks ago, we went through a cloudy week. Some of my babies began to flower too. My small ones ended up with bud about the same size as yours. Had to yank em. The bigger girls had some preflower with hairs but have 100% reverted back to veg. Who knows, they might recover. I'd leave em to ride it out

It looks like growth of leaves to me, however, if it's 3 months old it could also be signs of "Preflowers"
Rest assured, unless your plant is getting 12/12 it will revert to Veg mode. My indoor mothers under 24/7 hour light cycle started to flower a bit, until I realized it was just preflowers. Preflowers is a way of the plant showing that it is mature enough to start flowering, and starts to do it on its own. However, if it's not in a flowering light cycle, it will quickly revert back to its vegetative state.
