My plants have tiny seeds at 3 weeks into flower

I've been growing for 7 years now and have NEVER had this problem.
The plants are beast and a very solid root base but they have these little seeds. It almost like the budz are all seed pods. The seeds stay very small. I have had this problem for 4 months now and have tried everything. Cleaned the room, change nutes, change soil. The staring has never given me a problem. The plants get huge and stinky and THC covered but not weighing what they should because they are mostly pods and tiny seeds.
Any help would be very very helpful.

You need to check for hermie's. They happen a lot with feminized seeds. What you need to be looking for are little yellow flowers (although I have seen them green) that look like banana's, they usually pop up mid to late flowering which is why the seeds are underdeveloped . Here are some pics of what to look for.

I had this problem with my last grow, one plant only developed the banana flowers on a couple nugs but another developed sacks at the node sites. Plant stress can cause that shit. I popped the pods off of one plant about 2 weeks short of harvest and they came out fine witht he exception of a couple nugs that hadtiny underdeveloped seeds. Still smokeable, but if its a reoccurring thing... have male seed sacks matured in your space before? Ive heard of pollen getting stuck in the most random spot and will occasionally pollinate plants unless cleaned REALLY well.

6 out of 16 of mine are just showing hermi. Its a bummer deal. There some of my largest producers also.. Go figure, shoulda seen that comin. After 5 years myself, this is my largest hermi/male turnout i've had yet with feminized seed. Im gonna have to finish out this harvest, clean and start new seed again. Ugh.

I had a fucken sweet tooth in my rooms for a bit and it just flipped and became a piece of shit plant. Got rid of that but I think it messed up my Purple diesel. There is no stress, temps are perfect air flow, nutes. No lite leaks. Its killing me.
It has sacks with a tiny seed in it. Can I pinch the sack off all the plants? What about Dutch Master Reverse? This sucks because its takes away from overall plant.
These plants should be 2-3 oz plants and there giving me a ounce. I'll upload some pics tomorrow.
