Please fellow growers, my plant needs you. My plant is roughly 3 weeks now and is about an inch and a half tall and looks pretty good. But in the past few days the whole plant is practically fallen over. It is very skinny and I believe has finally collapsed under it's own weight. Pictures soon to follow. Please and thank you for any and all help/advice.

P.S. The leaves are still perfectly green and other than completely toppled over, show no signs of being ill. And also this is an outdoor grow in a cup.

The stems might have stretched because the light source is too far away and the weight of the leaves toppled it over, you could brace it with a small stick or something till it strengthens.
Indoors placing a oscillating fan to circulate airflow will streghthen the stem, and keep your lights as close as you can without burning your seedlings, that'll produce a tighter, thicker stem.

use a stick and a piece of thread to hold it up, get a fan going or lightly shake the stem base back and forth for 30 seconds 4 times a day to simulate wind and that will make the stem stronger.

OK, this is not a big deal. Happens all the time. Little gal was just a little too eager to grow up. There is a good thread on here about re-planting strechy plants.
It's pretty good. I totally disagree with it but it's ok advice. My issue with it is that this guy tells you how to "replant"You don't have to "replant" just bury the stem a little further and new roots will develop on what was skinny weak stem. Wgy stress the plant by replanting. It's done with tomatoes as the preffered way to re-plant.
tomatoes and pot share many charictaristics
