Two fluorescent tubes do not produce sufficient light for proper growth, so that's one of your problems. The other problem is that you are overwatering them. You should not be watering them everyday, it's overkill. To properly water your plants you should saturate the soil thoroughly. Give it enough water so that it starts to flow out of the bottom drainage holes. Then, leave the plants alone until the soil is almost completely dry all the way through. When it's time to water them again, repeat the thorough saturation. Doing this encourages the roots to spread out through the entire container in search of water, colonizing the soil as it proceeds. As the soil dries, oxygen penetrates the root zone. By doing what you have been doing, that is watering lightly everyday, the soil maintains its peak moisture level giving the roots no reason to spread out. It also prevents vital oxygen supplies from reaching to root zone. As you can see by your own plants, this causes slow, stunted growth. In extreme cases, the plant will eventually die.
