Can't change what the rules were in 2016 and I'm not complaining about the fact that Trump won with a minority vote. But we can change the rules going forward. It doesn't even require federal approval. It can be done at the state level.

This is under consideration in Oregon right now. Once enough states sign on to account for 270 EC votes, the electoral college will be an old artifact of post colonial politics. So far, 10 states have signed on with a 165 EC votes.
