need advice ( abt ..Transplanting to bigger pot,fertilizers , Watering issue)

hello guys
I live in INDIA and i am new to marijuana growing so i need advice for few issues i am having!

1) my plant is getting ~10-12 hrs of sunlight+ 6hrs of artificial light but temp in my area is bit too high (91*f) which dry's out my soil very quickly so is that fine to water my plant once in two days ?
2) plant is going to become 5 week old but i haven't introduced it any fertilizers to it ,.. is it in good stage to start feeding them ? (( i have npk 19-19-19 and MAP 12-61-0 ... is that good for my plant ? ))
3) what is good stage/period to Transplanting it to bigger containers ?

i have added some pics of my plant
can any one tell me is my plant is healthy or not ? and is that showing signs of pre flowering?
and what is sex of my plant?

She looks female. sativa dominant, watering 2 times a day is alright as long as she is drinking it. the 19-19-19 is ok start super light. You can transplant if the roots have filled the medium. don't use the other fertilizer till 12-12 light and start light with it as well.
