Depends on whether you want to use CFL or HID. CFL is cheaper and cooler. It's good to veg with. A true 55-watt CFL can get you going cheap and then you can learn more.

Im a bit drunk right now, but it looks like youve got aluminum foil around the covers. NO. Plastic covers are just great, they let light in while they keep humidity in. You do want your plants to have a decent humidity in the area when cloning, so until they have a strong root system, about one to two and a half weeks, keep that cover on (but no aluminum foil). You will notice when it gets healthier, the leaves wont droop anymore and they will come out of their stunt and start growing at least a few centimeters every day. Check leaf size not just height. You do want more cfls for that many plants, I cant see how many you have but one 23w is NOT enough for even a decent yield. Look elsewhere for specifics because Im still on my second grow, but Ive got three cfls, both 23w and one extra 13w. You want the top of the light to be facing the plant situated about two to three inches away allowing the most amount of light to the most amount of leaves. Your grow room is unique (unless its a tent), so you will have to be the judge of that. Sorry if I didnt finish or I jumped around. Like I said Im drunk right now, so if you have any questions I will try my best to help you and admit when I dont know for sure so you can look it up.

CFLs are enough.. and 23 watt is what i use. Make sure you using 4700k spectrum.. or something not LOW.

make sure its not too close to the clones.. clones need just a lil light. Even indirect. Not until rooted do they need more light. Its not like seedlings where u keep the cfl's real close to prevent stretch. Here you keep it further away.

The roots question depends.. if you are successful it should be around 1-2 weeks give or take. Depends on cloner, or dome. Some people say they can clone in a few days.. Ive never had the honor.
