your t12s will be just fine for veg, 400watts hps is a standard size light for a small grow, as far as # of plants, it will be good for about a2x3-3x3ft space.(roughly)That should serve you well as a start up system while you learn the ropes & what type grow you preffer, soil is always a good way to start.
good luck, keep asking, tons of experience here, this site rocks!.......s.loner.:joint:

400watt hps system can vegg 4-6plants at about 3-5feet tall. Depending on grow space. Hps is best for vegg. Metal hallide is best for flowering.

400watt systems get very hot. Anywhere between 80-95degrees. Ventilation is a MUST!

As for the cfl way your looking for any floros that are a color temperature of 5500-6500kelvin value. As for the wattage it's all up to you. More watts more lumens for faster growth.
Flowering requires 2700kelvin value & the wattage all depends on you. Cfls give off very little heat. So make sure your bulbs are as close as possible without causing heat stress or burns. If it's good for your hand it's good for your plant.

:roll:while it's true a hps can turbo veg a plant, halide is a better choice if your going to use hid for veg. You can use either for both stages, but hps is far superior to halide for flower. Flouros are great for veg, cheap to buy & operate. Also, you'll have the extra veg time while you flower under the 400!:joint:

8 plants with a good reflector will rip with a 400w hps. make sure you can vent these lights. they get very hot.. you current lighting quite frankly, sucks. instead of buying a hps right now, you can get some high actual wattage CFLs at home depot for cheap

Agreed. CFLs can be picked up relatively cheap and will blow what you have out of the water. A few 2700 and 6500 will work fine for a smallish grow. Shoot for 7k lumens per sqft. Any more is golden

Any more than 7k per sq ft (if a true measure) would probably be wasted. The sun, on a sunny summer day, provides 10k lumens per sq ft on earth. 7k would be a great day for a plant.
