Need help with an unusual situation

My cousin who lives in the boondock mountains with no internet is growing some AK47 xtrms indoors and instead of a long winded story, basically he was forced through a series of crazy events to veg them for 13 weeks because he had too with no other choice instead of the 6 - 7 weeks he had planned to veg em like usual. He has them in 3 gal hempy buckets and around mid week 5 - 6 of flowering, all the major fan leaves started yellowing off from the bottom (probably root bound from the long veg etc as he flushes once per week and maintains perfect PH/EC and maintains proper light distance/temp/humidity etc). Anyway, he calls me up and says that he's just started week 8 into flower (its an 8 week strain) and basically the plants have next to no fan leaves as most have fallen off and the plant is yellowing to the point that even the sugar leaves are beginning to yellow up close to the buds.. the problem he says is that he thinks it needs another week (he's flushing now) because 1/3rd of the trichs are still clear but he's worried that the yellowing fan leaves are going to creep yellow all the way up into the buds. Should he just chop now? Or wait and watch closely? I've never seen such a weird situation like this so I don't know the answer for him.
