Will one CFL(125w) light and one heat mat be sufficient for one plant in a grow tent with a fan at the bottom and an extraction fan at the top

It may be enough to keep your plant alive, but not quite enough to make it thrive. Bump up the lumens and grow some chronic, sir.

cfl's are not ideal for growing, but it can be done, and is really the only viable budget way to do it. The more the better with cfl's, you can surround your plants with them. Also push to grow short bushy plants with lots of exposure, keep the cfls in tight. Heat won't be a big issue if you have a circulation fan, and an exhaust fan.

Are there any other ways to lower temps besides a fan? Not that I'm saying a fan isn't the best idea, just a question.

there is something called ICE FLOW by advanced nutrients that i read about in ROSEBUD magazine where it passes your hot air extracted by your fan through the ICE FLOW and cools it down and dumps cool air back into your grow room.
