i have let her get dry, and didn't see any improvement and i have watered her and it seems like she gets even more droopy. its like everything i do has no effect. her roots should be in the solution by now so i dont think its a watering problem.

I suspect its too wet, I may be wrong. It looks like a bonsai plant. I'll bet if you look, it has very little root. Never used rw, just because I hear it tends to hold too much water.

But how do you over water in a hydro system, i haven't put any water directly on her in like 3 days.
If her roots are reaching the water no problem, if they haven't left the wool yet, you can overwater, especially in rockwool which holds a lot of water for a long time. Just lightly to start.

The rock wool holds water longer than the hydroton. You could be watering too often, your water may be oxygen starved, also. Do you have an air stone in your rez? With RW, you want your water level to barely touch the RW until roots grow through it, then to just below the RW.
