It's neutral until it gets back to the main, where it's grounded. Maybe I'm missing it but it doesn't look connected to anything.

They sell dryer cord pigtails. Easy least.
Black and white are hot. Bare copper wire is connected to the grounding post. The grounding post is connected to the sheet metal that in the back of the unit and the metal that wraps around the outlets where a ground wire could connect. The outlets have a rivet on the top and bottom holding them to the same piece of metal the ground is connected to.
The metal goes all the way to the other side of the unit and wraps the other plugs and also out of the top of the unit to the wire clamp

Yes you are right. I would just buy a new dryer cord. Most new dryers don't come with a power cord you get one that matches your outlet.

When you plan to get a pigtail, check the outlet. 30A@240V is good for up to 24A of continuous output, or 5-6 thousand Watt lamps. 4 prong outlets are usually treated for 40A, or up to 8 lamps. You want to leave about 20% headroom in the circuit because continuous power draw tends to be the hardest on the circuits; they get hottest this way.
If you're running AC, keep in mind the surge as they kick on can kick a breaker so you'll want headroom for that too.

Please hire an electrician, if you're concerned about privacy have them fill out a Non Disclosure Agreement and if they breach it you will have the option to sue, I've never had a professional "spread the word" that I'm growing and usually they'll have a toke with ya anyhow.
The amount of time wasted by DIY Growers causing house/building fires is unreal.. It will not be funny when the fire department shows up..

If you must do it yourself, watch a few YouTube videos and get learnt. Always oversize your breakers and wiring to prevent a fire.
