Needs a little bit of help!

Well she is about a week and a half old in a 5 gallon bucket with organic soil made by one of my buddies she is under 2 26watt daylight CFL's kept about 1-1/2-2 inches from plant my problem is i believe she is supposed to be alot taller than she is as you can see in the pic she is very bushy but right at about 1 inch tall my question is how do i get her taller? I've tried raising the lights to about 4 inches but she still just gets bushier! i know most people have the exact opposite problem lol but im just trying to make sure everything is ok

i forgot to add that i am watering about every 2 days with a water bottle and im also spraying carbonated mineral water on the leaves

I dont know about mineral water. It it a short, stocky plant. If u want it to stretch, raise about a foot. 4" aint much. Looks like a clone, that was rooted, then buried deep in the transfer medium. Itll b aight!

Ps, layoff the foliar sprayin.

she was grown from seed in the same bucket and since i am using cfl's do i still want to raise it a foot? how many lumens would i lose raising the light a foot?
