The problem by the sounds of it lies with that seed not your method , I never put my seeds into soil or cubes to germinate,for one reason I like to see the tap roots.
By leaving them a while to get a nice long tap root,I can pick out the ones that I want,out of s pack of 5 seeds, I only want 2,but keep 3,the ones with the longest tap roots. But the same applys to the way Amy has said the first to break soil surface first 9/10 times will be the strongest plants right through too flowering ....
I'm sure that some seeds don't germinate cuz iz black ya know
