New ballast, 600w hilux gro, air-cooled reflector...nothing works!

So I just ordered a brand new digital ballast, 600w ushio hilux gro bulb, and air-cooled reflector...i hook it all up, go to turn it on, and...NOTHING!

The ballast fans are spinning, but I don't even see or hear a flicker out of the bulb. One thing I noticed is that inside the light socket where you screw in the bulb, the round metal piece that touches the bottom of the bulb isn't in the center. It's a little off to the side and the spring under it was so loose that when I touched it, it flew off. I pried it back in there but I don't know if that's normal or not.

Any ideas how to figure out which component is the issue?

Do you have a different mogul base socket lying around? if so swap it and see if the bulb will fire if it won't fire then I would look at the bulb maybe it is doa.

Unfortunately I do not have another one of anything lying around. I have to wait until my second bulb is delivered next week to be able to test anything. At that point, if that bulb doesn't fire up either, I'll replace the ballast and socket.

Grab a cheap volt meter/multi meter and test voltage between the centre pin (that touches bottom of bulb) and the socket it screws into with the ballast powered up.
