New grower looking for tips

What's up people! I love the forums here, joined just the other day because I've noticed a few discrepancies in my first grow than what the experts are saying. Let me give you a rundown of my current situation, and what i think is wrong. My plants are in a single windowsill container, about 6 inches wide. 2 feet long. i have them in a cupboard underneath my sink, which is completely coated in tin foil. The plants are all about 4 inches high or so, and they have been growing for just over 30 days. Haven't checked ph level, used miracle grow,both of which i realize now are bad ideas. Only one light is in there atm, its 2.5 feet long or so, it was labled as a plant growth light, emits bluish/purple light, which i hear is good, but may not be enough, so I have also ordered a UVB Mystic Light Fluorescent 24 Inches. I also intend to recover the aluminum foil with Mylar, as i hear its way more effective. I also screwed up the watering, didn't add any nutes or fert. Is there anything else i need to be correcting? i do have a fan, but it isnt oscilating.:-?

How many of those floro tubes do you have in there?
Those tube lights are notorious for putting out very low levels of light.
A step up would be some CFL's.
The more light the better!
You could start off with some nutrients but if you do, start off slow. Maybe start with 1/4 strength or so until they tell you what they can handle.

only the single 24'' one, its supporting 15 plants. id assume thats why they are so small. which is why im getting that reptile bulb, supposed to be high in UVB light. thing is, do i need even more light after that bulb? is there any way too much is bad? i mean, as long as the heat is kept way down.

also, the 24'' one has a plastic covering, should i take it off to increase the amt of light?

Unfortunately that 24" floro tube will be obsolete in about a week or so, they just dont put out enough light for a full grow.
Do yourself a favor in the meantime and ditch that plastic cover and move the plants up as close as you can get them to the tube without burning them.
I would not be concerned with too much light, you would be WAY deep into roasting those little suckers before you have to worry about light poisoning.
Throw up a bunch of cool white CFL's and you will be set for a while, the higher wattage the better with 42w being about the best you will find at your local stores (lowes, hd ect.)
