It's nice to stimulate accessory pigments with white light as well. Not to mention green is also useful.A 100% effective CRI 80 3000K LED would give you around 330 lm (=LER). Therefore the efficacy is already 220lm/330lm = 0,66 = 66 %.
Blue LEDs with an efficacy of 75 % are already available, I suppose top bin deep reds are around that as well.
So yes, blue and red will outperform white LEDs with regard of efficacy and PPF. Practically the photon flux per dollar ratio is a lot worse than with whites, that's most people choose white LEDs.
