I've used plain tap water before with no ill effects, but some strains will not handle the excess chlorine or the higher ph as some plants would not tolerate the lower ph. I am not the most experienced grower. I have watered with tap water that was leveled at 8.0, and had no problems, but wouldn't recommend it.
I do not know if boiling water would release the chlorine(I would assume it should)...others have said that simply leaving your water uncovered for 24 hours prior to use to release the chlorine(I would cover with screen and keep out of light in room temp)
I have heard of vinegar being used, but have never tried it. I have heard people say it is better to just buy the ph up or ph down as it is a lot easier to control how far up or down you want to adjust the ph of the water.
