Newbiw needs some grow room advice/tips/pointers

Hi there!
I have a spare basement room 10 metres x 10 metres x 2.5 metres high and need some tips on what I need to buy to get a decent (but not to expensive grow going.

The room is pretty cool and the walls are concrete, I have builders doing work there right now and have asked them to make an fan inlet for cold air on one side close to the floor and an exhaust outlet on the opposite side high up to blow hot air out, is this correct?

I want to grow out of soil in pots.

So. what would you suggest...
1 - Lighting?
2 - Reflectors?
3 - Light Wattage?
4 - Fans?
5 - Ballasts?
6 - Timers?
7 - Automated watering/feeding ideas?
7 - Anything else that would be of use or I have forgotten to mention....

Any advice would be most appreciated

Grab a couple grow tents, one for veg, one for flower to start out with. Get a grow or 2 under your belt and then go from there.
