DUDE, did you happen to notice that this post is over SEVEN YEARS OLD? I don't believe any of the info can be regarded as accurate, in fact a LOT of seed banks aren't taking CC at this time because of the crooks running the banks don't seem to appreciate others breaking the law (unless they can get their filthy mitts in the pie, lol).
But that's on a case by case basis, some still do, others are finding work-arounds, like Bitcoins or gift cards bought with CC, just gotta do some research. Just my OP, but I did business with the Attitude for years and then they started getting greedy as they got bigger, refused to refund $$ for bad/crushed seeds, lost shipments and when seeds didn't pop (usually a sign of age or bad storage) they would tell you to deal with the breeder, not kosher or cool.
So imo there's lots of better places that will treat you better, and of course a few that will rip you off, so before you buy do your due diligence and as always, caveat emptor.
