No seeds, No green-taped package, no letter from Customs. I'm starting to freak out.

Umm no, there are all kinds of environmentalists, coalitions, and organizations that have gotten legislation passed (in the US at least) prohibiting the import of exotic plant species, seeds includes. Invasive species have become a small probelm over here, if customs even thinks what they're looking at are seeds, you can bet your ass that package is getting opened.
Very true. USDA has even chased down people for buying prohibited bamboo (and other) seeds from ebay. Customs will not just let seeds go through, they will be inspected if detected during screening.

Here's the protocol the usps uses for incoming packages. Read thru and I don't see where they are scanning packages. But, if it is believed that there are goods being sold and the us government is due some kind of tax, or there may be any plants or anything of that nature that was mentioned before, is going to get a green sticker and is going to be searched. Im gonna keep looking, there was a video I swear someone posted before that showed the usps customs and what they do, but I have been wrong before. This does bring a little light to the protocol the usps workers follow.
