Noob Advice :) - Ballast / Fixture / Bulbs

Alright, so I can finally say that I've done my research lol. But I'm stumped on one point.

What I would like to do is have a reflector shown here: http://nlggrow.com/3336-super-sun-reflector.html

Using a 400w high pressure sodium ballast here: http://store.bulbstock.com/89059.html
&
400w Metal Halide conversion bulb from here: http://www.bulbstock.com/products/HID/GrowBulbs/22128.html

Question: Does this setup cover the entire process from vegging to flowering? Should I be doing this is reverse for that (MH Ballast HPS bulb)? Or should I buy both bulbs for each stage using the same ballast & which ballast is better?
I just want the one light if possible to cover everything instead of having 2 light setups for each stage. Also more info, I'm growing outdoors in a greenhouse 12' x 7' , but it doesn't get as much sun as I'd like it to.
I just want to add a bit more light, especially seeing as how I'm growing in winter. I was almost thinking that an LED light would be cool, but I don't think it would be even close to large enough and they're freekin expensive!
Is there anything else I need as far as lighting or accessories that don't come with these items listed? I have taken care of temperature, air flow and everything else I can think of.... THANKS!

Buy a ballast that supports both type of bulbs (400Watter will cost you like $100 on Amazon). Conversion bulbs are expensive. If you're only going to get one bulb, buy the HPS. Or don't be cheap and use a MH for vegging and the HPS for flower.

I use hgh output spectrally enhanced hps bulb for both veg and flower. It has outdone normal hps/normal mh/ ceramic mh in both stages for me. I would get a hps ballast and a h.o. hps bulb if i were you.
