problems like this are usually becaus of a week breaker, you probably should try an outlet on another breaker, or switch the week one out.

Dedicate a circuit... Does it flicker when--Heater/Coffee pot/Hair dryer/space heater -- or other large amp draw appliances are used ?
Dedicate a circuit...
Is light on 120 or 240 branch circuit ? On 120 vac, it could be a loose neutral [white] wire... or where white is shared with other load--fix by dedicating a circuit for grow...and tightening up white...

Easy way to dedicate a circuit read this:

no. it just started doing it. i have it on a 240v. nothing else is one, in fact, my room, has its own breaker box. its intermitttant. may go a while, with no flicker. then, a twinkle. no dimming, really. i shut it off, hit the reset button, and fired it up. no change. it is not warm. these seem to run cool.
