Section 728 of the budget proposal contained within Senate Bill 190:

Sec. 728. (1) Not later than November 30, the department shall prepare a report that provides the number of registry identification cards issued to or renewed for patients residing in each county during the fiscal year ending September 30, 2013, under the Michigan medical marihuana act, 2008 IL 1, MCL 333.26421 to 333.26430. The department shall submit this report to the state budget director, the senate and house appropriations committees, and the fiscal agencies.



(2) After submitting the report under subsection (1), the department may expend up to $3,000,000.00 of the funds appropriated in part 1 for the Michigan medical marihuana program for discretionary grants to county law enforcement departments for education about and enforcement of the Michigan medical marihuana program. These discretionary grants, if issued, shall be distributed proportionately based on the number of registry identification cards issued to or renewed for the residents of each county. In order to be eligible to receive a grant under this subsection, a county law enforcement department must agree to report how the grant was spent and provide that report to the department no later than July 31, 2014. The department shall submit a report by September 30, 2014 to the state budget director, the senate and house appropriations committees, and the fiscal agencies detailing the amounts, the recipients, and the reported uses of these discretionary grants.

They have to compensate for the dwindling property and money seized during raids . I can only imagine how much revenue the Act has really cost our local forces , as any wise one here , will know that LEO loves seizing property due to Marijuana Crime .

This is in the early stage of talks. It has a long way to go before it is a done deal. Anyone else for writing and phoning Senators and talking to them head to head? There will be a public comment period where anyone can speak. Written comments are accepted during that period. It will be argued in the House.

Where would this money be better spent?

Where would this money be better spent?
Perhaps invest some of it into several Satellite offices geographically spread out for the ease of all involved . It would make sense in the long run as it could save time and money for all sides involved , it would be nice to walk in and get your paperwork straight and card temporary issued while they send the confirmation to the head office .

It would make things less complicated for all , imagine the secretary of state having only one office as this is the comparison to what we have and the office that we have is not even really open to the public .

As well somebody needs to be hired to man the phone during hours !

There is enough cash to easily outsource the program and perhaps this should be done as the state still feels this is a burden regardless of funds acquired in compensation .

But that this is a one time thing, that might work. Offices would not have continued funding once that money is burned up. For that matter it could be done at the Secretary of State. The registry system has begun to work pretty well at last, and I don't think outsourcing is necessary.

grant money to the police department who has the lowest number of charges filed on registered patients? every county that allows a farm market gets....let's see that's about....a million dollars per since I think only 3 exist any more! LOL. Maybe invest in a book keeper so we don't have to fucking sue to get the numbers release like they are supposed to?
