right, [are] you sure your city/town [hasn't] switched to chloramine? that [won't] dissipate at all. t is more stable then chlorine, which means a healthier supply of water for people, for longer periods...but chlorine on the other hand does, and within minutes in my experience...10 or 15 minutes, not saying there isnt some left after 24 hrs, but nothing harmful in the least to the plants.
Conventions exist on the proper use of language, gobskii.
1) When you say chlorine, it typically means elemental. Chloramine is a distinct chemical entity with different behaviors and different control procedures. If you want to include chloramine, hypochlorite etc. as potential sources of chlorine or equivalent oxidative capacity "chlorine activity" would be the less ambiguous term.
2) You said chlorine "evaporates" within minutes. That does not usually mean "is reduced to safe levels" (and "safe levels" are also prone to much debate), but rather "falls below the detection limit".
I don't think you've completely succeeded in proving me wrong. What interests me more however is the apparent hostility in your phrase "of course you would disagree". What have I done to earn entry into the category "opponent"? cn
