The mountain spots look nice. There's also a lot of brush and stuff so that makes for good camouflage. Just remember to avoid spots thatll be shady when those trees and stuff fill in with leaves.
Also I have a few questions OP. What season is it there? How many hours of light are you getting outside? How many hours of light per day are your plants indoors getting?

1.Currently, the most serious problem is the weather. It's spring season here but the weather is always rainy, also cloudy and humid, endless rain everyday. But how to calculate the hours of light? I have to say that I'm worried about the light very much! Those mountains are very shady.

2.As you know Japan is on the Northern Hemisphere, recently the hours of light is about 12h, the Spring Equinox is approaching, but the quality of light is pretty bad because no sunny days!

3.Indoors my plants are enjoying a 24h CFL lighting. My schedule is clone them during the veg time then plant outside in late April.

Well you stand a very high chance of your plants going into flower when you put them out after a 24 hour schedule. They'll start flowering then go into reveg. To avoid this I personally set timers to match the outside daylight hours of the date I'll be putting them out.
The temperature is 28.8°C or 83.84°F ...............I feel it's a little too warm...
If that's outside temps it'll be fine. My girls deal with much worse than that during summer.
There are plenty of calculators on the net for finding daylight hours. Those are always helpful for keeping things rolling.

A lot of my friends recommended using 24h light until the 3rd pair of leaves appear. Then use 16/8 during the veg time.

It's not impossible to flower them accidentally when you put them outside in spring when they're used to 24 hour light. All that plant knows is that its "daytime" hours are now severely reduced. Then it thinks fall is approaching.

So, what kind of light and dark ratio do you prefer during the seedling stage?
Is it proper to use 20/4 for them?

I use 14/10 if I'm planting on 420. But they're usually only inside for 3-4 weeks tops from seed. You might wanna go with 16/8 if you're just having a mother plant and throwing out clones. You could do multiple runs of clones well through spring and even summer and not have to worry about them flowering early. Especially later runs because the daytime hours just keep increasing. Where your mother plant stays the same. I've never tried 15/9 or 14/10 on a mother so I can't really comment on that.

In early April, I will take 16/8 for my plants, at the moment I choose 24h light.
I find that my plants grow slowly, it has been 10 days after germination. The soil is peat soil, I don't know why it's too slow. How to deal with? Add some lights?
I just have a thermometer and I haven' got any device to calculate the humidity. Is it too dry for my plants?

Did you see that LED light above? I'm going to use that when the third or fourth pair of true leaves appear.

You should plant some seeds in the no go zone in Fukashima. It's good for bio-remediation and you can possibly get a super potent or novel mutated variety if you plant enough seeds. Maybe if you plant enough there will be feral cannabis growing everywhere when people return. Now that would be sweet.

I'm deadly serious and straight as an arrow. Apparently they grew hemp at the Chernobyl site for bio-remediation purposes. If you plant enough seeds eventually one will get a novel and beneficial mutation. Just do a seed crop next run and go there for a holiday plant at the right time of year in a fertile area and plant about 1000-5000 seeds come back in a couple seasons time and reap the rewards.
