One plant looking weird and slow growing

The first 2 images you see the leaves almost look crispy and are wrinkly. The 3rd pic is 1 of my other plants that is healthy i have 3 that look great and growing fast im just not sure whats going on with my stunted plant.

All plants are about autos and almost 3 weeks old in gaia green living soil with watering ph to 6.2-6.5. No amendments or mutes givin yet.

i dont think your leaves should be that wet. they look like they are wilting
