One plant +rep for help.

how many cfls and what wattage do i need for a plant that just came out of the ground but still has the seed on top. the first set of leaves arent showing yet.

You only need a couple high wattage CFL's right now. Get the higher (6500 K) spectrum for the veg phase. Also buy some splitters to get 2 lights per socket because as it grows you'll need to be adding more lights along the way, and mixing the light spectrums with 2700 K bulbs. Keep the lights close also to avoid stretching.

i have used the following with great success:
12" circular clamp light fixture (think big reptile light fixture)
light bulb socket y splitter
~6500k cfl bulbs @ the highest wattage possible

after a while, cfl bulbs become uneconomical because you need so many.
they are great for starting clones and seeds though.,
