Is it normal for a plant to be only 4" tall on its 4th node of leaves and around 3 weeks old.

very tiny for 3 weeks old mine is almost that big for a week old.. what happened??here is the pic
The water is fine they have good drainage. The air flow is fine they are outdoors, I use jacks classic 20-20-20 next week i start jacks classic bloom booster.They're a little light. Healthy plants are dark green usually. The shortness could be a good thing. In healthy plants it's a good foreshadowing of big healthy dank buds. Treat it nicer if you aren't already babying it.
Like pepsi said, list the conditions. You aren't overwatering are you? What are the temps like? IS the ventilation good?
