Outdoors under 4ft tall?

Is there a way to keep them around 3-4 feet not trying to pull pounds but few Oz would be nice. Got a few autos I can try but I have had the worst luck with those Damn things. Figure the obvious is LST, and topping but anyone got a link to a similar grow or ever tried it.
Should I even veg indoors?

Top, LST, & Fim. If its a sativa dom. put them outside later and smaller. Last year in the 216 lol20150920_183709.jpg

The pots I use are less than 1 foot tall, which I set down in about a 3" deep hole. My plants have generally grown to about 5.5' which includes the pot. I've thought about using 10 gallon pots to see if I can get them bushier but so far the 7.5 gallon have worked well for my space.
