Is it a must to have my outtake fan on during in veg with my CF on the end sucking the air through or is the outtake strictly for smell?

The outtake with the carbon filter is designed to pull fresh air through your tent and exhaust the filtered air out of the tent. In veg the odor is not that bad as to really need the CF, but you need the air movement so I would keep it running all the time.

Yes, you need air movement to strenghtne them up as well.

Only seedlings huh? Maybe you should post a pic and some more info on what you are doing for light. I suspect you may be short on light or have it too far away (if CFL), causing stretch and weak stems. At that young, they should be okay without the fan.

You really want some airflow shuffling them about. Can you add a small desk fan, maybe low watt usb style? Can you leave the door open and get it closer over a week or so (so it doesn't blow them over, just enough to make them twitch will do. Too cold here and I'm not running an outtake just passive intake and outlet with free air fans inside. You want to watch the tent temperature is the only thing. If they are broken, still living they will be fine but do really need some internal movement in the cabinet at their canopy level and some slight movement of the plants themselves. Even with a 600 and no light exhaust I can have mine 8/10" away just with a free air fan blowing across the canopy (check with hand under light).
