Don't worry mate...tis is always happening it might take you 2 or 3 weeks sometimes to see buds on your plants
Also during flowering you plant might double on size
But your equipment is not very good :/....so basically you did the right thing to put it on flowering after the 4 weeks on veg...

Id still fill it up with cfls. I have 11.
Edit: It will take almost 3 weeks to see some signs...i was told the same. But just pack them lumens down in there. LST has been really beneficial for me, the progress is insane. You can see it in my journal how big it got just by lst'n in veg. Be patient...ive been
