Over watering? Nutrient problem? Light problem?

okay.... so i fed them the tea last night..... the short plant still looks healthy... but the tall plant looks like it is getting WHITE .... its turnin white... Could this be due to lack of nutes... or possibly be my CFLS.. since i dont know which specturm these lights fall in?

hey fellas, im new to growing and i decided to go with fox farms nutrients. this may sound stupid but i was wondering when it says to use a certain amount of nutrients per gallon on the feeding schedule, does it mean gallon of water? or how many gallons your pot is?
