PC Grow with A 250 Watt HPS!! Advice?

You can light-proof the fans with expelair fan covers or if you are not to bothered about the look tape blackout pvc over like a kinda curtain.. but make sure the pvc is sat at least a half inch away from the fan to still allow good air-flow, and so as not to let the fans over heat, ps good call on the 125 watt cfl, will work much better for you 
Lightproof the fan with a duct with a 90 degree bend in it. You should be able to get lower wattage HID lights in Europe, but probably from a major lighting company that sells all kinds of lighting equipment - not just horticultural lighting.
Here is a link to everything you need from a US company just to give you an idea of what to look for. They have ballasts in 120 and 240v so they would work in Europe as well if you could not find this stuff locally. Odds are you can find a similar company near you and avoid the excessive shipping fees. I am linking the 100w HPS stuff for your convenience (because that is the one I'd use), but they have everything from 35w to 1000w HPS. If you get a digital ballast you can use either HPS or MH bulbs...they probably also have MH conversion bulbs.
100w ballast kit = $38, 100w HPS bulb $8, you'd also need a socket too. In a PC case you could live without a reflector (which might eat up too much of your space to be worth bothering with anyway) as long as you use mylar or spray paint the inside flat white.

Also, if you just want a small grow and are not dead set on a PC case, I have a link showing where people are consistently growing 1.5-2oz of supposedly very good weed every 9 weeks using a stock AeroGarden and Lowryder 2 x AK47 seeds with no additional lighting, no reflection, and adding nothing but an airstone, better nutes, and a small fan. It's in another forum, so I can't link it but it's a great read with lots of pics if you want me to PM it.
