Pest or Disease?

Growing outside and temps and humidity has pretty high lately, but with that said I get
thus issue every year to some degree.
Hasn't seemed to effect any plants in any way, just curious as to what it is

Pest is my guess, but not sure which...

Never grown outside but my guess is something is eating them but what I don't know sorry

The leaf in the right of the first photo looks like its infested with aphids or something. Definitely bugs

!00% leafhopper they spread fungus an other things. Hard to control they fly Captian jacks works well before flower.

I was thinking pest as well because I've never used any type of pesticide for this issue.
It was and is never a serious thing. Thanks
