Presumably political pressure. I haven't seen a statement from FBI but he wasn't involved in the FISA application or approval process so that implies his personal texts that greatly embarrassed the FBI were the reason. OPR did not recommend termination. Unless they have him for being less than candid under questioning, he probably has a nice payday coming. If he had class he would have resigned a long while ago.
