Plant Not Flowering? pics

Anyone know why this plant isn't flowering? It's 3 weeks into flowering and the others are well on their way. This is a Sour Patch Kid, never seen this happen before.

I don't really count anything as far as "time" goes. As a rule.

Um, who's version? I mean seed? Who's beans, or a clone from DarkHeart Nursery?
 
Ya the other 39 plants are flowering except the one but she's behind starting to show signs now. 12/12 No root bound transferred from 1/2 gallon to 5 gallon. She's a late bloomer I guess. They're Dark Heart clones from Harborside Oakland. Thanks y'all!

What? You never just dont check on your plants in flower for a week? Shit, mine are lucky if i check on them every 2, and we wont even get into me remembering to water them. Even if its just a quick look over and lifting the pots to check water.
