Hard to say--- spider mites feed off the plants juices, and consequently the plant deteriorates. However it seems like nute burn could also be a factor ....?

I've heard doctor doom works well on pests...

Good luck man

Has it always been in the soil or did you transplant it a few weeks ago?

What's the nutritional value of the soil-- does it also have Maganese (Mn), Boron (B), Molybdenum (Mb) ?

How often do you water?

Well, for one thing, you very well may be burning your plant up w/neem oil?
No, mite damage doesn't look anything like this. Actually, this looks like a plant that has already flowered and is beginning to re-vegetate, minus the burns.
A real Frankenstein.

IDK, but would probably start by not spraying anymore neems for a while. If ya think it's got a future, and wanna grow it, maybe transplant it into fresh soil and basically start over with "the freak!"

Or, if you don't think the soil is toxic, maybe flush it well, then start feeding 1/2 strength, general purpose?
Good luck.

Outside, I dunno.
