It depends how old the plant is/how late the life cycle is. Outdoor plants don't usually finish flowering until september/october. It sounds like some light leaked through the dark phase and the plant stopped producing flowers. In that case it would be best to reveg the plant and let it start flowering again. If the buds are mature enough you can chop them and the plant will still grow. Is it possible to take pics?

what happened is you took it from an indoor inviroment prob under 18 or 24hrs light then took it outdoors way early so it got shocked into premature flower mode.. now with the light cycle getting longer outdoors it wanted to start vegging again.. totally normal. I would just let it alone its gonna branch out like crazy in the next month and when the true flower season hits you will have a sexy ass huge plant on your hands..

Yeah just let it keep growing it should be fine, its hard to tell without pics though. Some sativa strains will grow lots of leaves near the tops but they are not revegging, if you see new flower growth along with the new leaf growth all is well.

If the buds are ripe and mature you can chop the whole plant, but if you plan on revegging its best to cut the lower branches and leave the main tops. If the buds are not mature I wouldn't remove anything just let it grow.

From personal experience when you think the buds look mature, they still have a few weeks to go, that's why pictures help more than anything.
