You did not say very much about your situation. But, it sounds like this. You need more light. Even if your plant is next to a window, it may not get enough light. You cannot, ever, provide to much light. I recommend you go to BigBox and buy a clamp on bowl work light. They come in several sizes. The 10 inch cost about $15. Buy a large CFL bulb. A 42 watt is your best choice. It will cost about $9. Many BigBox stores have different "color" bulbs. Get a cool-blue color, not the warm red color.
Clamp the light a few inches above your plant. Leave it on 24/7. If light is the problem, your plant will grow an inch a day. If no growth occurs in 48 hours you have some other problem. However, if your plant did not grow very well then it did not use much soil nutrition. So it probably does NOT need fert.
p.s. Remember the days are much shorter now. This time of year plants shut down and die. So the amount of hours the plant receives light is a huge issue. Post again and let us know how things are going.
