Please help me with my Plants.. White spots almost a powdery like substance

Please help I have grown this kush "i believe" plant on my balcony in miracle grow soil it has these spots on it almost a powdery substance..it isn't burns it is like a dust on the surface.. i think it was there last year too.. any ideas?

Its not from ya spraying them with water?
Its not pollen?

I would spray them with water. Thats me.

I had something close to that, but it wasnt spots, and it was only the bottom fan leaves. I wiped them down with phed water and haven seen again.

Is the soil and the stem ok?
