That looks like a great plant but you can put a plant into flower whenever you wish. You can start them in the flowering stage or you can wait until they are 6 feet to start. The deciding factor is how tall you ultimately want them to be. During flowering stage plants will generally double to triple in size. For example if you want a 3 foot tall plant when you harvest, then you will want to start flowering after it is 1-1 1/2 feet tall. Agreed. Flower when you are ready. The plant is ready now.
