Please help! Seedling growing very slowly, not doing well - pics

First time grower of marijuana, but experienced gardener.
I germinated my white widow seed in a jar of water for 3 days. Once the root was half an inch I planted it in black gold soil. I have two fluorescent bulbs totalling 40 watts. The plant has been growing for a full 4 weeks now and the foliage is barely a centimeter! Also one of the leaves is brown at the tip. I have a 400 watt MH and HPS but I haven't used them yet, it's still on the fluorescent light. Here are the pics. Why is it so small?

3 days is a long time for a seed to soak I think maybe I'm wrong. But the growth is stunted for sure if its going for a month now.
Don't over water and how big is your pot for this plant?

It's a 5 gallon pot. Im being careful not to overwater. How big should it be now? Do you see the cotyledons (the first leaves that come out)? They seem to be healthy. I don't know when the cotyledons are supposed to drop off either.

im not sure if im correct about this one, ya know when you said you start germinated by in the jar water for several days, it probably killed the seed or severly weaken for seedling to continue survive because the jar water is mean to activated the embyro in the seed, dont let seed soak more than 24 hours because it will drown the seed itself....its best to put in the moist paper if you can..but second thought look at the black gold soil, i heard its good soil , maybe give seedling time to devoplement their root system first and let pot dry so the root will have looking deep for water and at the same time , let root grow, then you will see the foilage grow rapid shortly :) thats my thoughts

how far away are your lights?? it doesn't really look stretched, but for a month old, they should have at least i'd say like 5 or so sets of leaves, and you've barely got one as is..
it doesn't look too bad other than being really stunted though... maybe you could start feeding it some very light nutes and see how she responds to that..
have you already bought a line of nutrients for them yet, and if so which kind??

i don't know, this kind off makes sense as well, but i would think if you would have drowned the seed like that, it just never would have grown instead of growing very slowly, but who knows for sure..
if you have any more beans, try to soak them the same way for only around 12 hours or so, and after the soak simply put them between some folds in a moist paper towel.. i like to take the towel and put it in a slightly closed ziplock bag in a dark spot.. within a day or two the seed should be cracked and ready for transplanting into the soil about 1/4 inch or so below the soil line..

I didn't notice root rot when i placed it from the jar of water to the soil. The fluorescent lights are 3 inches away from it, it doesn't stretch at all.. I have not fed it any nutes yet, but since it's been a month maybe i should. I have jungle juice nutes. The soil is black gold.

Since it is a month old should I switch it to a 400 watt metal halide bulb or keep it on the fluorescent?

i would continue with the flouro's until it takes off. I wouldn't waste the electric with a 400 and that lil plant.

Well it was an expensive lil seed lol =D I don't mind the electric bill if it will save it. Any other ideas on why it's like this and what i should do to make it start growing?

The 400 might actually do more damage than good. You would have to have it like 2 feet away. That is still a seedling. Stick with the flouro's. It will take off eventually.

It's the soil if it has nutes in it already, I've never used it!
Your babies look burnt you could try seedling dirt like
Light Warrior/ Sunshine mix 4 with just plain water for the
first week in 18 oz cups then go to the 1 gallon trade.
Keep'em in the 1 gallons with the seedling dirt
till their root bound even if
you need to give like a 1/2 tsp of grow big is what I did.
But when you go in your soil use just plain water if it has nutes!
Use the 400 watter after it has 1 good set of real leaves then
it will really be worth it! this is ffof~

its a runt.i'd get rid and start again.ive had a plant like that in the past.i gave it time to grow out of it but it never did.so i got rid.i did check the roots first,and they were stunted to.
