Yes that is 100% correct HOWEVER if its domestic we can open it if its international we must get a warrant. It also depends what service you ship the item with, the laws are really weird and it changes all the time. This was five years ago and i worked in just about all departments before i got fired, im sure its the same.Are you telling me that they cannot open suspicious packages? Don't they scan contents?
This is the list we cannot touch without a warrant; They were very specific about this and when the list change it was a big deal.

- Certain Global Direct™ (GD) mail.
- International transit mail.
