Powdery mildew

I noticed a couple spots on my seedlings a few days ago barely visible and I had wondered if it was some debris from my foliar spray. I brought them down to a room I had a clone in and it looks like it is now on my clone. Does this look like powdery mildew to you? I sprayed it with neem oil 20 minutes ago. I think that's the only thing I have that may be effective.

Definitely not PM
I’d check the underside of the leaves with a magnifying glass. I don’t think it’s bugs but it looks close enough to check.

Never spray them again. Don't overwater, feed it calmag every water. Adjust light, and let her breath
