I don't even know what I would do with a ppm meter. Just stay at or below the mfgrs recommend dosing.
Exactly what I do... and I even use hydro nutes in soil. Never had a problem.
Today I finally got my Iguana Juice Bloom organic nutes. Will be testing them in the coming days.

Indeed, as Growin' Dad says...reading your plant is number 1. It might seem that reading the directions on the bottle would be good enough...by many peeps including myself have found that labels tend to be on the high side. The more you use...the more they can sell you! lol
So I'd keep it half strength for awhile longer and then ease up to 3/4. Always watch color and tips. Super dark green and tip necrosis mean back off.

You almost certainly want a PPM/TDS meter if you are growing hydro. With soil its not really necessary if you just follow package directions from your nutes and/or don't over do it on feedings (unless you are trying to follow a specific formula or for logging)
When I grew soil I never used one and was fine. DWC/hydro is pretty much needed.
