Prepping for my second grow need advice...

I am into the 9th week of my Sativa flowering cycle and have about 3-4 weeks left. I figured that I should start prepping for round 2. I am growing for personal use, and have a grow space of 3.5 X 3, my wife and I smoke about an ounce and a half per month(varies) I live in an apartment and my grow space does not share a wall with another unit, and I want to grow some excellent bud.

Without using soil, what is the best system to use?
How big of a light do I need?
Which type of light?
How much is the average cost in energy use?
How can I control the luscious smell?
Whats a good strain of bud for active smokers?
What is a reputable site to buy seeds?

I appreciate any advice given, I have done lots of research for my current plant and feel I have what it takes to grow some good bud. Thanks in advance.

A few questions so we can help you narrow down your options-
-What is your approximate budget for the setup?
-What gear do you already have?
-How much regular system maintenance are you willing / have the time to do?
-In order to determine energy cost grab one of your electric bills and check out what your first and second tier kw/h charge is. Go ahead and post that for us, and once we determine what you'll be using I can help you calculate the cost.

As far as what strain to use, that depends on the high you want, but also on how long you want to wait while they flower. Sativa strains have a longer flowering period, as you learned during your first grow. That being said they produce the high that you are looking for, uplifting and energetic. Indica strains as a rule have a much shorter flowering period (the strain that I developed takes about 6 weeks), but tend to produce more of a "couch lock" high.
