The quickest way I have found to germinate is to get some kitchen paper towel about 5 sheets and two plates the same size. put three paper towels on top of one plate and put it under warm water for a second to get the towels wet and then put your seeds on top, get the 2 remaining dry paper towels and put them on top of the seeds and wet paper towels.
The dry ones will soak up the excess water and then put the other plate on top to cover it over and keep it dark, and put it away in a dark cupboard that is room temperature.
After 36 hours check on the seeds see if they have sprouted if they havent cover them back up and see if they need a little more warm water.
If they have sprouted make a hole in the top of your rockwool cube about 5 ml deep and just wide enough to get the seed in and put it in so the taproot faces into the rockwool, then cover over with wet rockwool place them in the propagtor and have your light on above.
When they are ready they will push the rockwool up then remove and let them enjoy your homemade sunshine.
Oh and as a side note presoak your rockwool cubes for a few days and keep an eye on the ph level and adjust it as rockwool cubes are apparently quite alkaline. From experience grodan are.
